To be frank, I've never thought of what happens to folks like the focus of the answer. It makes sense that they'd be buried but in my head they simply stop existing after their 15 minutes of fame

When you said Baltimore, my mind went to Edgar Allen Poe, but his grave is marked (and has its own traditions).

I go past the tomb of the unknown soldier every day I go into university classes on the Metro, and I almost jumped when Tom and Evan thought that could be the answer!

My immediate guess was the grave was a murderer or otherwise evil person, and the portraits were of their victim(s).
