Ashura technique is basically a multiple rasengan within a bigger rasengan. Its still chakra that spins and rotates the same look, same shape just a more advanced version. Ashura being that he is part alien obviously had more power to make it that way.

The thing is, I don't remember Asura using it in the Manga. It's not actually canon. So Minato invented it.
