When do you apply Systems thinking and Design thinking ?

Systems thinking involves problem solving in levels. Lower order problem solving is reacting to events. Higher order problem solving is transforming the mental models or mindsets of participants facing a problem. In between these levels, are responding to patterns and redesigning structures. Systems thinking is walking your way up : Events < Patterns < Structures < Mental Models.

Design thinking is how you problem solve at the "structures" level. Examples of structures are things like the social media, regulations, etc. that can illicit intended and unintended behavioural patterns.

The assumption is that if you flow through either method, you will find the answer. How can you prove the answer is right or wrong? What is your argument that either mythology will produce something meaningful outcomes? Is that you think the methodology is useful or someone who invented it and you took it as it is?
