Your list suck aizen no 7 madara no 5 how come naraku and Griffith in this list... They are just a normal villain no worth mentioning...even frieza without their power they are nothing special but madara and aizen are different

I genuinely believe Pain was the better villain in the Narutoverse because he understood the full meaning of his words and of his actions: if you avenge your friends, won't you become the same as me? Won't you perpetuate the cycle of hate and neverending war? For me, what a truly great villain does best is manipulation: in that sense, my top picks are Echidna (Re: Zero) and Shion Sonozaki(Higurashi When They Cry).

Shogo Makishima should be in Johan's place, since Johan didn't succeed in his goals, nor was he that exceptional besides being a mogging manipulator before the modern age.

Makishima was charismatic and a villain with benevolent intentions who basically succeeded in all his goals, despite setbacks, and his influence is still felt throughout the whole series. He was the catalyst to sparking Akane's desire to improve society and forced Sibyl to change their ways for the better, and indirectly led to Kogami taking out bigger threats.

Also not to mention Makishima is developed as a more timeless villain in philosophy and Production I.G's future-proofed animation style.
