It should be noted, there are two Zooms. This is the origin for Professor Zoom, Zolomon. The original Zoom, or Reverse Flash, is named Eobard Thawne, and he does have the speed force, just like Flash. He was the Flash of thousands of years in the future, but while he was a hero publicly he was secretly a psychopath that used his abilities to murder people by going back in time and preventing their births, so he was completely uncaught until the Flash of the present day found out about it and tried to stop him. Thawne was so caught up in his own god complex he thought the original Flash would see him as a hero, and when that didn't happen he took it personally. He went back in time to kill the original Flash before he got his powers, but he couldn't because the original Flash's existence is integral to his own timeline. Dude decided to, instead, basically stalk Flash throughout his life to make it the worst version he could make it while still leaving him alive. It was later revealed that Thawne was the one who sabotaged the cosmic treadmill when Zolomon was on it, to turn him into another Zoom that would torture Flash as well even if Thawne himself was defeated.

Imagine if Zoom had actually caused another Multiversal Crisis while using the cosmic treadmill, killing billions of beings, giving fifty retcons to Donna Troy's origin, and awakening Superboy-Prime's edgyness. Never a wheelchair would have been more destructive

I always enjoyed Zoom's powers. Most writers don't bother getting creative with established superpowers. There was even an explanation for how Zoom mimics a speedster's phasing ability.
