1. Garp: when you can clash with the pirate king who uses god tier haki and has a supreme grade sword, using just your bare fist, you’re the armament haki GOAT no question.
2. Ryuma: Mihawk is known as the worlds greatest swordsman, but there’s a reason Ryuma was not only known as the strongest of his time, but was dubbed the Sword GOD. He’s likely the strongest though it’s possible Mihawk is at least able to rival him.
3. Sanji: he may be the best science enhanced character but a majority of his strength is still his own, I think Vegapunk who relies solely on tech and makes his own tech, I think he deserves it more.
4. In terms of mysterious abilities, Zoro revealed in his backstory that he once tried using 9 swords all at once just because he was allowed to, this means it’s more likely that Ashura is more of a technique involving insane speed rather than actually manifesting extra heads and arms. So, I think madam Sharley (or however it’s spelt) deserves this one, she can predict the future using a crystal ball and somehow has a more than 100% accuracy rate (idk how)
5. Shanks: while I don’t think his Conquerors haki surpasses Roger just yet, I think he does seem to have better control as far as we’ve seen of either of them, since Shanks seems to be the only person able to just channel it into red lightning and specifically immobilize an admiral from miles away, he’s the only character we’ve seen channel conquerors haki that way as everyone else either releases it as a wave, channels it into their weapon or fists, or condenses it into a slash, but so far no one has focused it like Shanks did.
6. It’s hard to tell if Shanks really was seeing that far into the future considering that Kid is supposed to be pretty fast and the attack itself is also pretty fast, 10 secs screen time doesn’t necessarily mean it was that long. Honestly I think Luffy deserves the title a little more simply due to the fact that he only learned it on the spot and managed to beat a supposed prodigy that was Katakuri. It’s also possible that Mihawk is the best user due to his epithet “hawk eye” which considering his rivalry with Shanks who’s known as the killer of observation haki, implies that Mihawk was the only person who Shanks couldn’t negate his observation haki, after all as fast as Shanks is you’d be screwed fighting him without access to your observation haki.
7. Depends on what a monster is defined as, because Kaido is a dragon so if he’s in the running he’s probably the strongest, otherwise yeah Zunesha.
8. Luffy: I mean, he turned an admiral and a literal demon into pancakes. Pretty tough to top that.

Also discounting Mihawk for not doing anything but holding a title, then Choosing Ryuma who also hasn't done anything but hold a reputation is a .... choice

Now the strongest conquorors haki user is Joy Boy because in episode 1122, eneth used his knot and knocked out imu (who was on the other side of the world) and destroyed all the 5 elders.

Yeagerists Like Dark King Rayleigh said, you might want to aim higher, and if you can use all three types of haki to the fullest, you love so much more you can do. That's why I'm more of using all three types instead of one. All three types Advanced Observation, Advanced Armament, and Advanced Conquers. haki Shanks is the god of HAKI, All three types. Always and forever. And I just know that he can manifest a new left arm made entirely out of HAKI. I just know it, we all do.

You forgot to mention a Shanks has something called "Observation Killer" which is a form of conqueror's haki
