If any paint cured it's gonna get real expensive. Anything you do to get rid of the cured paint will remove the clear coat. That would need professionally reapplied. That's where the cost will skyrocket.

If you're a big shot you buy one of these holes in the water to socialize with other people like you. It's actually hard to do without one unless you golf and during the winter you ski at a resort, a little transom paint isn't going to stop it from happening.
