My galaxy s21 only shows hide content or don't show notifications? I don't have "show content". Does anyone else have the same problem?

Pop ups has never worked on my S21 and I have the latest greatest updates and everything. My menu also looks completely different. I'm using the native text app, but it shows pop ups as a choice and it's enabled. WTF lol
