Fun fact: according to some files from that massive Pokemon Company leak a few months ago, they were considering making a Flying-type Eeveelution for Gen 7. This means it's a coincidence that all the current Eeveelutions match the old Special types, and there are no internal design rules preventing them from making new Eeveelutions.

Fun fact 2: they abandoned trying to make a Flying-type Eeveelution in gen 7 because they couldn't come up with a design that was distinctively different from enough of the fan-made Flying-type Eeveelutions. In other words, it's probably our fault there haven't been any new Eeveelutions for such a long time.
