Oh, I was so hoping there is an answer to the title question.

I'm living in a small town in Latvia there's no creative people at all. I have no money to relocate. But I sooo want to write really powerful unusual scripts for USA market! And can not imagine doing anything else. Am I screwed? Are there still any ways to write distantly?

I live in Georgia. Isn’t Atlanta a good place to send scripts? Is going to Hollywood really a necessity anymore?

So my best bet, as a noob, is to just do as much work as I can, as good as I can and then hope I get noticed? I don't mind doing the work but does it really just come down to getting noticed?

The industry sucks, it's so much better to work on your own things rather then on stuff you dont really care about (njna turtle example). And from an audience perspective that SHOWS so much in alot of tv and films. Just strive to be a S.King, not a Hollywood writer. At least this is me.
