1: Goku just attempted it and figured it out on his own. Even Roshi knew how to read minds. It's not unheard of.

2: There was more data of Stronger Fighters to make Stronger Androids.

androids especially cell, are built with existing dna/ powers. hedo could gather pieces from the fight against beerus, as it was on earth, golden frieza, the z fighters when they returned from top, etc. cell is like majin buu but he can change his "build" according to what he absorbed. eg, like he absorbed goku's saiyan power to be perfect and even had the "incomplete" ssj2 aura. and he evolved IN MINUTES.

1. Just because something isn't explained doesn't mean it doesn't make sense. It can just be that a person that get a certain level of wiseness in the universe of Dragon Ball can read minds, or just something related to ki. If there is no things in the plot that prior established that someone can't read minds, then it's not a plot hole, it's just not explained. +We saw the old namek read Krilin's mind prior to that, so it doesn't come out of nowhere.
2. How does it not make sense ? At worst, it's just surprising that a human can make robots that rivalize with super strong beings, but it isn't a plot-hole at all. It's just that Dr. Gero has insane technology and god-tier brain. If a human can create infinite energy system, it's not surprising that they can also create cosmic level androids.

The Android being as strong as they aren't Androids they are cyborgs that can evolve and as for the artificial lifeforms such as the cells they are made with the DNA of all the fighters and nanotechnology they help them evolve father.
