Why not impose both? Use a fast serve at a beginner level, and a slower serve at an advance level to give you enough time to reach the net. Because at beginner level, fast serves can easily win you points

Not agree with this one. Up to an average level, serve might be a winner shoot. Although, the most important thing is to serve with a speed which allows you to reach the net. Many people serve faster than the time they need to reach the net position
