Sorry I missed it David but have just caught it now (Tuesday), having done a final year essay on just this subject (not quite a thesis I know) Lynne's observations struck more than a chord or two. As you and I have discussed in the past the parallels with Nationalisation are stark. I have also always maintained that the railways ran on the local knowledge of the signalman, stationmaster or guard which it was not possible to document in a contract. I went to present to Ed Burkhardt in Doncaster in I guess something like 1994 or 1995 when EWS were looking for Project Managers for the construction of their Wagon Manufactury in York, we didn't get the job!
