These exams test the participants power of reasoning and decision making. The entities like March or May in the kitten question or the references to the colour of rocks (in the question on them sinking in pond )are considered as distractions or noise. Further these attributes also pushes one into bias...e.g participant starts to think of the answer in terms of calendar month name or colour. This phenomenon is called confirmation bias I.e without proper application of mind, and one starts to take decision in the direction outlined in the question. A administrative officer in government needs to have the ability to cut out the noises and biases, only look at the merits of the issue at hand and hence take an informed and rational decision and has to be time bound or quick. So these type of questions are designed to test the candidate’s skill or ability to think quickly on his feet.
