apparently you need to be an altmer for this to work, and not blatantly a nord

There's actually a detection meter for Thalmor guards for each race you pick;
They won't notice you from
15 feet as a wood elf or dark elf
10 feet as imperial or Breton
5 feet as Nord or Redguard
They will notice you no matter what as a Orc, Khajiit or Argonian

As a high elf, you can blend right in, even with or without a hood/helm

You need to wear Thalmor robes for that. Not armor.
