Trump is smart af. He already knows that Hegseth is neither fit nor likely to be confirmed because of all the negatives that makes Hegseth the most controversial nominee. But Trump is maintaining Hegseth's dummy nomination anyway because doing so diverts the attention from the rest of his nominations that are key to what he wants to accomplish.
