I developed this app a couple of years ago using Delphi and Open CV. It works with video files & remote IP cameras, as well as webcams. It alerts the user with a customizable audio alert when it recognizes a number plate on the "alert list". It will also notify the user via email.
In "Harvest Mode" it collects number plates with the ability to save the list. I'm not sure whether releasing it to the public would do more harm than good, especially with "auditors" having a tendency to film police officer's personal vehicles at police stations. Some unscrupulous character could park a vehicle outside a police station with a camera in it and harvest the VRMs of every vehicle leaving and entering. I don't know whether criminals having access to Automatic Number Plate Recognition software with a list of police officers personal VRMs along with covert vehicles is a good idea.
What do you think? May release if there is enough demand or may sell rights and source code, or just release source code for free....

Sure, bad things may come about but keeping it private will surely take the control out of your hands if sold to wrong buyer or buyer sells to wrong supplier. Now imagine the good, the good people who will use it to do private investigator stuff and save lives where certain jurisdictions or officers simply won’t put in the time or effort or have the right to do so….

Please make open source and public. But do not sell under private/or secure contract….. gut feeling
