Actually, Russians specifically WERE used to this kind of thing; Catherine was just the last in a series of empresses, most of which had lovers, often influential ones. In fact, Catherine married Peter III. when he was still just the heir of his aunt Elizabeth, who also had many lovers and was rumored to even have secretly married one of her lovers. It was mainly her enemies abroad who were scandalized - and of course her son Paul, who hated his mother and everything she stood for. Also, male rulers might not have appointed their mistresses to government positions, but they sure did their male relatives...

Thanks for bringing this up. I remember them bringing up this rumor in the Big Bang Theory and presenting it as a fact—I know it’s a comedy and pretty lowbrow humor to begin with as someone who loves history it REALLY rankled me
