Strange wind blowing radio transmission heard on 28.915 MHz

I heard this unusual transmission in the afternoon of 31/12/2019. The recording didn’t pick up well the sounds of the transmission - you can only just hear over the static a strange sound like wind blowing or whistling. This was not noise from outside as there was no wind at all.

I’m not really sure I don’t know any thing about this but to me it sounds like static

I`m a bit late commenting on this but this sound is almost undoubtedly interference from a nearby switched mode power supply. I have several PC PSUs here that make the same noise but not on 10 meters, mine seem to be heard on 80m Luckily, I was able to take them apart and modify them by inserting the correct filtering in the mains. These filters should have been put in there by the manufacturer, but are often omitted for reasons of cost.
