I think it’s been said that it’s based on the person’s genetics when they inherit the Shifter Titan. That’s why they have warrior candidates. They don’t just choose based on who’s fit or not, but rather who would achieve the best possible shifter form.
As well as this, Marley has been known to mix Titan serums together like armored when eren ate a vial that contained such, giving him armored powers. So it’s a mix of good genetics and artificial tampering. Ymir had none of these probably.

The two Marley Jaw titans were brothers, it makes sense they would have similar looking titans. Secondly Marley picked specific warriors for specific titans. Thirdly, Ymir was not a trained soldier/warrior. She was an orphan for the first half of her life and treated as a god for the second half until sent to paradis. These facts are likely why she does not look like Galliard or the past Jaws
