We tried it in the seventies, and it proved unpopular. If we MUST end changing the clocks, which I actually don't mind, year round STANDARD TIME is preferred by scientists. But the simple fact that there is so much disagreement on which way to go is why there hasn't been a change to the old way of setting the clocks twice a year.
