Very clear that P/Brig. Gen. Torre does not know the difference between being in custody of the court and submitting to the jurisdiction of the court. Being in custody of the court means that an accused has been lawfully arrested or has surrendered. Submssion to the court's jurisdiction, on the other hand, is accomplished by filing any pleading with the court where his case is pending.
Torre also obviously does not know that should police authorities fail to serve a warrant of arrest within 10 days from receipt of the warrant, they should make a return to the court issuing the warrant of arrest within 10 days after failure to serve the warrant stating the reason why the warrant was not served. It is, therefore, up for the court to issue an alias warrant of arrest which is now the warrant that Torre and his people can use to arrest Quiboloy.
