This is a bad way to judge how unsafe a place is for pedestrians. In Florida they never yield to pedestrians and pedestrians legally crossing almost get hit daily yet no Florida city is on the list. But states like California which tend to take pedestrian safety more seriously ofc are going to have more failure to yield to pedestrian tickets. I would feel a lot safer as a pedestrian in say Downey California then in Tallahassee Florida or even worse - New Orleans, Louisiana. The worst offenders aren't even on the list.
