This is definitely extreme criminal negligence, not premeditated or planned sabotage. That's about a weeks worth of jet fuel for a couple of aircraft carriers or an airbase.

Never attribute to malice which can be explained by incompetence. The Russians were drunk, the ship was on autopilot, a Filipino dishwasher was standing watch on the bridge. What could go wrong ?
