In the uk they would be prosecuted by the police for driving without due care and attention, dangerous driving or probably something more serious. Existing law would already allow this guy to be prosecuted. Surely the police should be prosecuting him in the US. I don't think that new laws are required to deal with this guy.

I would recommend to revoke his license for two years, his autopilot functionality for five years, and his mother should bear some responsibility so one year license revoked for his mother. Also to prohibit him showing anything about tesla in his channel or close his channel if he does not comply with this.

Saying that an auto company is responsible for someone's irresponsibility and then making them do something about it is the same as saying

It's illegal to drive over 90 mph in America so all cars are limited legally to 90 mph by digital means and nobody can drive faster than that even if they tried.

Yes, what he did was wrong, but also yes, it was all on him because he was doing something stupid and he himself should suffer the consequences.
