The problem w spygate was that Goddell a week earlier sent out a notice that you could no longer record from the sideline but you had to be in a booth. However, the notice came at a time when it wasn't in action because you can't change the rule a week prior, so Belichick went about his business. How do you think Carroll knew the patriots went goal line defense in the Super Bowl? During the Do Your Job videos from the Pats, there was even a part when Carroll said that "they're going goal line" and how is supposed to know that. You're allowed to record signals.
