This is what happened. He was pedaling at first to build enough momentum for the bicycle to spin some more on it's own. Next he was laying on top of the bike laterally for his weight to force the bicycle to propell forward even faster

This guy is not part of the race, he is not on a road bike with gears, his bike doesn't have a water bottle witch most cyclists do, the peddles keep moving because of the lack of gears, and yes it's downhill.
