The Tower of Babel was an actual tower where people were writing Enuncia. The Emperor waged war on the lords of Babel and completely wiped them out without mercy. Oll Persson was Big E's friend and his first warmaster and thought they finally put an end to such a cursed language. However, Big E didn't destroy the contents stored inside the tower, but revealed he wanted to use it for himself. It was at this moment that Oll Persson realized that Big E was no friend and liberator but was nothing more than a tyrant so he killed Big E in the tower before leaving him for good.

This happened years before our present and 30k years before the Horus Heresy.

It was said in the book "Magos" that he is speaking the clearest Enuncia, the ancient cult leader ever witnessed. After he broke free, Eisenhorn had a "discussion" with said cult leader, which left Eisenhorns very being scared and the cult leader dead.
