Rather than the fact that Ichigo doesn't consider Rangiku a youngster I think it's funnier that he DOES consider Byakuya a youngster.

Also, Ichigo addresses people according to his battle experience with them. He is more direct with his previous opponents with whom he crossed his sword and he is more formal with people with whom he didn't exchange hearts.

I think a lot of people misunderstand why Ichigo dropped the honorifics with Byakuya. It's because after battling him he feels they have a deep mutual understanding of each other, and his defeat of Byakuya in a way brings them to the level of equals. Think of it as a sort of camaraderie-like recognition and the assumption it's mutual. We know that by TYBW it certainly is mutual.

He's not thinking she's old. He considers her being a fully grown up woman. 😊

To him Rangiku looks like she's in her 30s, which is old for a 16 years old.
He might see Byakuya as older brother but once they clashed swords he could read his heart so maybe he feels "closer" to him somehow.
For the rest, they look either younger or his age range. That's why.
Plus add the fact that he might also feel deep inside that, in power they're lower

I wouldn't be surprised that he might also see some of his own mom in her. I mean they have similar up-beat and kind vibes going for them, also both orange haired. While Ichigo obviously doesn't think she's her mom or anything, but an adoptive big-sister type relationship would make sense.
