Guterres says time running out to phase out fossil fuels

UN Secretary General Antonio Guterres has warned the world is 'minutes to midnight for the 1.5 degrees Celsius limit'. That's as COP28 delegates try and hash out a deal to phase out the use of fossil fuels. Reagan Des Vignes reports from the summit in Dubai.
