All you have to do is to look to former special prosecutor investigations. All the small fry get indicted, offered plea deals, give testimony, and the big fish are at the end of the process. The real target is the last one to get questioned/subpoenaed.

I am not making any judgement on guilt or innocence here. I'm simply pointing out how investigations are run.

I am thinking that all the mid- and lowlevel people who were and are involved in this might want to think about going to the Muller team before they come and get them. They might have a better position to strike a deal then, given that the first will likely get the best deals as they can contribute the most.
In that way Mr Papadapolous was lucky to be the first - he could contribute the most and therefore got the sweetest deal. Those deals are, however, going quickly and to get one you need to be fast.
