This song was written by French writer Boris Vian in 1954 to protest against the (French) war in Vietnam. It could have been written 10 years before, or 50, or 100, or 2,000. Just like it could be written today, and probably tomorrow.

There might have been a time when rulers/supreme leaders/kings/tsars/presidents/whatyoumightcallit didn't simply consider people as canon fodder and stayed safe in their bunkers, but actually fought the wars they had started. Those days are gone with the wind.
