Maybe use some sort of clever turbine that when it isn't used as a propeller can be used as a hydroelectric generator using marine currents. This way the drone could be charged even in complete darkness.

Late to the party darpa, this was already done almost 15 years ago, but instead of manta looking mini submarines it was rocks with a couple propellers, was used to scan deep rig pipes and map the floor, since they were cheap and the energy consumption very low regular batteries lasted for almost 2 weeks, a system for the "rocks" to recharge themselves was already on the last stages of developing when I completed my contract. And I'm 100% sure almost every country have a variation of this already running.

I would use the thrusters to charge while stationary rather then a pop out system, maybe just deploy a small antenna with a float for passive comms... current might not be as good though...idk....and that would need azimuth pods to really work well, or turning into the current...
