Each Member State independently decides on its own energy mix and use of nuclear energy. However, there are common rules and standards on nuclear energy, the basis for which is the Treaty on the European Atomic Energy Community (Euratom Treaty) signed in 1957. All current EU Member States are party to it and it has remained largely unchanged throughout the years.

Because of the "geometrical reasons" -- dense "placement", all countries of the European Union must develop joint position on the use of nuclear energy, including its growth. In general -- a nuclear station is a "sleeping super-bomb" which can "wake up" and wake you up, too, with a military conflict. They say Europe entering turbulent times when conflicts around it are growing and (because I am not paid for the highest leadership and the rest "don't know" what to do, as with Chineese trade secrets and Ukrainian criminals' support, recently) there are no visible solutions how to halt them -- I would advise rather to diminish, jointly, than, to grow use of nuclear energy in all Europe and the "neighbourship".
