There needs to be a universal law that if a person convicted of murder does not disclose the location of the victim, additional penalties are imposed. Say: 1. no parole applications to be considered at all until the victim's location(s) are disclosed; 2. The sentence be automatically extended by 5-10 years until disclosure; 3. Visting rights and other privileges be suspended, again until disclosure. et. al.

Just another reason not to live in apartments. No background checks on apartment contractors? Just give contractors who commit murder, forgery...the keys to apartment to everyone that lives there? Apartment owners should be sued & new laws enacted to stop giving keys to excons.
