I think mueller failed in the aspect of letting trump be selective in his testimony. He did not call trump in front of the grand jury or make him answer questions on obstruction in the written answers

The House should begin impeachment proceedings against Trump. The second volume of the Mueller report lays out the case for impeachment in chapter and verse.
