I thought the 4 pin RGB header was to control the card's LED from the motherboard, to match the whole system' lights

You are correct I did not even notice that my ftw3 2080ti had that. But I must say I been using the card for about two days and I do seem to be having a problem every time I cold start my pc. The center fans goes 100% and I have no control of it until I have to shut system down and then start it up again.

how is that extra fan mounted? Is that some sort of arm? That sounds like a great solution to help cooling a SLI setup where the space is limited and there is less airflow.

Guess I know which 2080 Ti I'll be getting. I love that rear PWM header. I use that on my current card (an ASUS 1080Ti) to control a set of rad fans since my current card is liquid cooled. And since, I plan to add a water block to my 2080Ti. Fortunately EKWB has one planned for this card. So, good bet this will be it. Well, unless it's really expensive compared to ASUS's Strix 2080 Ti. Hopefully EVGA will be competitive.
