ALWAYS first polish to bare metal the shaft that the bearing is being pulled off of. ALWAYS. Then heat the race if possible and use penetrating oil or paraffin wax on the seam between the shaft and race.

If you don't have that bearing puller, or an acetylene torch, sharpen a chisel to a long sharp edge and start tapping straight down behind the back side of the bearing race where it meets the gear until a space is created. Then continue to tap at an angle as much as possible or use a fatter chisel tip to widen the space until you can get enough of an angle to tap the race off.
