The smallest bomb in War Thunder CAN kill the Maus, and it has been done before, by Malzi, I believe.

Myth: CHAFF can kill enemy airplanes, not flares but CHAFF

It only works with destroyed planes unfortunately, as a plane falls or hits the ground the game still considers it a target and will add the heat of the fire

Missiles used to be able to lock burning ground targets.

IR seeking missiles use a specific band of IR which regular fire doesn't cover. IR Flares at one point at least used strontium because compounds using it burn in roughly the same wavelength as the heat signature of the jet engine itself, successfully confusing the lock.
This is why 1: IR flares work, and 2: why this is reflected in-game by having these fires Not work.
