I think and was taught that when handshaking a my opposite gender (i am male), I should wait till they extend their hand first?

I was taught that a man should not extend a hand to a woman, but wait for her to do it. The same applies to greeting the president or an elder or a higher category professional. Is this right?

3. Expect to get turned down for a handshake. In an Era of biological warfare, hugging, kissing strangers, and shaking hands, needs to be an option not an obligation based on hurting someone feeling for not returning "warmth".
