I think the whole idea is that the universe does everything including what "you" do, essentially the "ego" is not doing anything as it doesn't exist but the universe does it. So technically you're always going with the flow but the idea is to acknowledge it and understand it, however, since it's not "you" who choose whether and when that should happen is basically up to the universe to present that to you. If you know, you know and be thankful that you're blessed to know.

My take on Wu Wei is being able to achieve something, do something, without focused effort, like those who can type on a keyboard without, like me, having to look for the letters, their mind and body(fingers) are attuned so that it flows and the goal is attained without thought. The ultimate goal, of course, is that the "chores" of life are effortless eg you don't need to try to be a good person, eat well, exercise, not procastinate etc etc, the good things we want for ourselves are second nature, they just are, without effort
