A simpler way to do this is just to murder the whole house, including the coppers, but leave the targets alone. They're dumb enough to not care for more than 30 seconds that someone's dead on the floor in front of them. Throwing Daggers work well here. It's OK to leave the bottom floor alone if need be as they won't get the message when someone goes berserk 2 floors up. Now hit Pete with ONE dagger to WEAKEN him. We want him weakened, not dead. Wait until the targets meet in the middle of the room, then hallucinogen dart Stevie. DO NOT dart Pete as he will kill Stevie in 2 hits. Goal achieved.
