Garp was tearing himself in half with the choice of the grandson he loved or throwing the trust that the innocent people of the World have in the protection and ideals of the Marines. Because pirates are in fact monsters that are only barely kept in check by the Marines.

Garp knew this and even still couldn't bring himself to stop Ace's rescue when his other grandson showed up. Ace also knew what Garp saving him would cause which is why he didn't ask since he knew that asking would tip Garp over the edge.

He wanted too, but Garp is smart enough to realize what would happen if he did. The world would go insane. The hero of the marines helping save the son of the former pirate king, AKA his old rival? In a world where political grey areas are commonplace, those who hold unwavering faith towards the marines that remain uncorrupt (unlike half of the early marine figures like Axe Hand Morgan, the weird mouse guy on Namis village, Lt.Fullbody, Literally most of the warlords, etc)if these innocents see their beacon of hope and symbol of the marines go against the very organization sworn to protect them, how could they trust the marines, and subsequently the world government, ever again? Not only that, but he realized that the life of someone he cares about is nothing in the grand scheme of all the innocents that Imu and the 5 elders would easily kill without mercy should they rebel against the government.

I don't believe Garp could have "easily " saved Ace. If Sengoku wasn't their than maybe, Garp told Sengoku to stop him since Sengoku is the only one strong enough to.
