He's not a scammer with a heart, he's afraid of being charged with fraud. Defrauding one person of 100k is so much more high vis than scamming 1000 people out of $300

The last guy doesn't have a heart, he is a professional scammer. He knows that if you lost 100k, it would bring a lot of heat on him and he would probably get caught so he is playing with $300, money you would be ok losing.

He doesnt feels bad.
He probably just has a distorted view of the law. He knows that most ppl will not bother going to the police for 300 bucks, but 100k could put him in jail big time. This is why he didnt want all that money.
