Late last year, temperatures in Terrace plunged to minus 22. One night just before Christmas, an Indigenous man froze to death inside his tent. His death is highlighting a pressing issue, Homeless people – many of them Indigenous – are looking for shelter in rural towns and cities.
And as Wawmeesh Hamilton reports, it's leading to growing tensions.
