My son did this for his brother. I had to tell him to stop when his brother started to play fetch with him. Since then I have to keep reminding him that he’s not his brothers parent and it’s not always easiest to just make someone happy. Sometimes kids need to be upset for a little bit to appreciate what they’re missing.
