Mulan’s Father Was Meant To Help Train Ghe Soldiers!
In the movie Mulan, Fa Mulan takes her father's place in the army, pretending to be his son, Ping. When Mulan arrives at the encampment, it is stated that they did not know Fa Zhou had a son. My theory is that they were hoping Fa Zhou, Mulan's father, showed up.

But with his bad leg, he wouldn't have been able to get there, much less participate in the training and battles.

Even if he was supposed to be fighting he would’ve been sent home immediately, he couldn't walk without his cane, he couldn't hold a sword, he couldn’t fight so they wouldn’t keep him there. Mulan risked her life for NOTHING!

I think the movie tried to show this but they didn't want to make him too old and sickly looking

Yeah, regardless of any of that, the movie demonstrates that clearly, they were not prepared as a whole with their tactics and strategy, and her going in his place did in the end, likely save his life, regardless of whether he was going to be in charge of an auxiliary unit or not.
