In a previous Round cats were actually the dominant species. They were large and could do things with their paws. They lived in trees. However, they were extremely lazy and could not evolve. So they were withdrawn and brought back to be given another chance, this time small and in charge of our well-being, reporting as they do to the Watchers above through their eyes onto the huge screens they have there, which means that they do not have to come personally to keep checking up on us. When they appear asleep they are actually working in the astral. However, the laid-back attitude seems permanently ingrained.
