Why can't we use the Rx TX pin on the Arduino board to receive serial data? Is it really required to convert serial to TTL and use Didgital input?

Hello, I need one suggestion since you have already worked with RS232.
I have a project where I need to communicate (both Rx/Tx) with 16 devices ( industrial Chillers). I know that RS232 is PtP type. But is it possible to communicate with all 16 with my single port (RS232) on PLC?

My PLC (Siemens) has to communicate to 16 such devices, how should the physical wiring be done. Is it even possible?
I have experience with Modbus RTU (RS485) but I know very little about RS232.
