Cebu is rough but its developing, it has a dynamic economy service sector, banking, factories, manufacturing, real estate, the bulk being shipbuilding and cargo. Tourism is just under 5% of Cebu City economy. This means the city can stand on its own despite its tourism if you compare to say Phuket or Pattaya there is NO Real economy there just toursists lol
